Indonesia Targets AI and Cloud Infrastructure Expansion

Indonesian Coordinating Minister for Economic Affairs Airlangga Hartarto invited Huawei and ByteDance to deepen cooperation in digital transformation during a working visit to Shanghai. The discussions focused on four areas: AI and cloud infrastructure investment, digital talent development, government/MSME digitization, and green data center solutions.

Huawei's Role in Telecommunications and AI

Hartarto identified Huawei as a strategic partner due to its capabilities in telecommunications infrastructure, cloud computing, and AI. The company is a founding member of the World Artificial Intelligence Cooperation Organization (WAICO), which Indonesia joined to advance technological collaboration. Huawei's Ascend 920 AI chip and cloud services were noted as potential contributors to Indonesia's infrastructure.

ByteDance's E-Commerce and AI Potential

ByteDance's platforms, including TikTok and Tokopedia, have already integrated with Indonesia's digital commerce ecosystem. The government seeks to expand this collaboration to help MSMEs access international markets. Hartarto also proposed joint AI research, including large language models and generative AI, leveraging Indonesia's growing digital talent pool.

Focus on Digital Talent and Cybersecurity

Both companies were asked to support Indonesia's digital talent development and cybersecurity frameworks. Huawei's ICT Competition, which recently awarded Indonesian students for an AI-powered skin disease detector, exemplifies the type of skill-building initiatives the government aims to scale.

Green Energy in Data Centers

The talks included plans for sustainable data center solutions, aligning with Indonesia's broader energy transition goals. Huawei's experience in green infrastructure, such as its modular data center designs, could inform local projects.

Regulatory Context for AI Collaboration

The invitation comes as China tightens rules on emotional AI companions, prompting ByteDance and others to remove features like Doubao's chatbot relationships. Indonesia's proposal avoids such restrictions by focusing on productivity-oriented AI applications, including e-commerce and public service digitization.
